Los carteles del INSST. 50 años divulgando la Prevención de Riesgos Laborales - Año 2021

Una de las funciones principales del Instituto es y ha sido siempre la sensibilización, concienciación y divulgación de la cultura preventiva. Con esta finalidad siempre en el horizonte, a lo largo de los últimos cincuenta años nuestro Organismo ha editado multitud de carteles con diferentes objetivos: en las primeras épocas se acometían campañas dedicadas a concienciar a la población trabajadora sobre los riesgos en actividades o sectores concretos, o incluso sobre riesgos concretos (“Quincena de la visión del trabajador”, “Seguridad en la Construcción”, etc.).

Posteriormente, vieron la luz colecciones sobre el manejo de herramientas, la información en prevención, el orden y la limpieza, la puesta en conformidad de las máquinas, el trabajo sin riesgos, los trastornos musculoesqueléticos, el riesgo eléctrico, el empleo seguro de agentes químicos, las pantallas de visualización, etc.

La estética y el contenido de los carteles han evolucionado y han sido muy variados: desde los ejemplares con fotos o dibujos muy simples y directos, cuya intención principal es, captando la atención a primera vista, conseguir una respuesta emocional en los trabajadores y trabajadoras, hasta carteles con mayor utilidad informativa, que se asemejan a fichas técnicas, con mucho contenido, concebidos como documentos de consulta para el creciente colectivo del personal técnico, así como de delegados/as de prevención y otros representantes de la población trabajadora encargados de la prevención de riesgos laborales.

La actuación en este ámbito del actual Instituto Nacional de Seguridad y Salud en el Trabajo, O.A., M.P. (INSST), desde sus orígenes hace 50 años, recoge una tradición cartelista incardinada en la teoría del riesgo profesional, inaugurada por la Ley de Accidentes de 1900. En el propio desarrollo de esta trascendental norma aparece el primer catálogo español de mecanismos y procedimientos preventivos, centrados en la máquina y en su operario. Es en este contexto en el que se aconseja el uso del cartel publicitario en la seguridad e higiene en el trabajo. Posteriormente, en el marco del Instituto de Reformas Sociales, se reflexiona, de una forma que no ha perdido actualidad, sobre la utilidad y la mejor forma de emplear el cartel para la evitación de accidentes. En particular, D. José Mallart, en un breve texto de 1927 titulado “La sugestión del anuncio en la prevención de los accidentes”, aboga por que el objetivo debe ser “desterrar la ignorancia y con ella la falta de cuidado y el desprecio al peligro”. Se considera así el cartel como un medio para “golpear” la conciencia del trabajador a fin de que preste la atención correcta.

Por otra parte, la Dra. Mercedes Rodrigo reflexiona, en 1929, sobre la necesidad de variar periódicamente los carteles a fin de evitar que, debido al acostumbramiento, pierdan eficacia y no llamen la atención. También se aboga por profesionalizar la creación de los carteles. Y es que no basta con tener claro cuál es el mensaje a trasmitir, hay que conocer las técnicas creativas para provocar el mayor efecto beneficioso posible.

Esta obra está estructurada en capítulos que coinciden con las diferentes épocas vividas por el Instituto. Dentro de cada uno de ellos hemos incluido una breve introducción histórica y los carteles que se editaron en ese contexto.

Los carteles están numerados siguiendo criterios cronológicos y temáticos. Como anexo se incluye un compendio de datos técnicos, incluidas, en su caso, reediciones y reimpresiones que, por motivos de espacio, no están reproducidas en la presente obra.

Con este libro pretendemos que el lector disponga de una obra única y se haga una idea lo más aproximada posible del espíritu y el compromiso constante y apasionado del INSST con la mejora de las condiciones de trabajo. También deseamos reconocer el trabajo de muchos técnicos y creativos de la plantilla del INSST a lo largo de estos 50 años. Unos diseñando el mensaje y otros el vehículo artístico más conveniente para su trasmisión, han creado para enseñanza y disfrute de todos los que nos ocupamos de la seguridad y salud de los trabajadores, verdaderas obras únicas que nos muestra la evolución de las preocupaciones y los cambios en el contexto social, económico y normativo a lo largo de este largo período temporal.

Abstract

One of the main functions of the National Institute for Safety and Health at Work, O.A., M.P. (INSST), is and has always been to raise awareness and disseminate the culture of prevention. With this aim always on the horizon, over the last fifty years our Organization has published many posters with different targets: in the early days, campaigns were undertaken to raise awareness among the working population about risks in specific activities or sectors, or even about specific risks (“Worker’s Vision Fortnight”, “Safety in Construction”, etc.).

Subsequently, collections on handling of tools, information on prevention, order and cleanliness, machine compliance, risk-free work, musculoskeletal disorders, electrical risk, safe use of chemical agents, display screens, etc. were published.

The aesthetics and content of the posters have evolved and have been very varied: from those with very simple and direct photos or drawings, whose main intention is, by capturing the attention at first sight, to achieve an emotional response in workers, to posters with greater informative utility, which resemble technical data sheets, with a lot of content, designed as reference documents for the growing group of technical staff, as well as prevention delegates and other representatives of the workers in charge of occupational risks prevention.

The action in this field of the current INSST, since its origins 50 years ago, reflects a poster tradition embedded in the theory of occupational risk, inaugurated by the Accident Act of 1900. The first Spanish catalog of preventive mechanisms and procedures, centered on the machine and its operator, appeared in the development of this transcendental norm. In this context, the use of the advertising poster in occupational health and safety is advised. Subsequently, within the framework of the Institute of Social Reforms, the usefulness and the best way to use the poster for the avoidance of accidents is reflected, in a way that has not lost its relevance. In particular, Mr. José Mallart, in a brief text of 1927 entitled “The suggestion of the advertisement in the prevention of accidents”, advocates that the goal should be “to banish ignorance and with it the lack of care and disregard for danger”. The poster is thus considered as a means to “hit” the conscience of the worker in order to make him pay the right attention.

On the other hand, Dr. Mercedes Rodrigo reflects, in 1929, on the need to periodically vary the posters in order to avoid that, due to habituation, they lose effectiveness and do not attract attention. She also advocated professionalizing the creation of posters. It is not enough to be clear about the message to be conveyed; it is necessary to know the creative techniques to provoke the greatest possible beneficial effect.

This publication is structured in chapters that coincide with the different periods experienced by the INSST. Within each chapter we have included a brief historical introduction and the posters that were published in that context.

The posters are numbered according to chronological and thematic criteria. A compendium of technical data is included as an appendix, including, where appropriate, reprints and reissues that, for reasons of space, are not reproduced in this book.

With this book we intend to provide the reader with a unique work and to give as close an idea as possible of the spirit and the constant and passionate commitment of the INSST to the improvement of working conditions. We also wish to recognise the work of many technical and creative INSST staff throughout these 50 years. Some designing the message and others the most convenient artistic vehicle for its transmission, have created for the teaching and enjoyment of all of us who deal with the safety and health of workers, truly unique works that show us the evolution of concerns and changes in the social, economic and regulatory context over this long period of time.
